Stockgap Fuels Limited is a leading oil and gas company operating in Nigeria’s downstream sector with head office in Port Harcourt, Rivers State. To meet the growing demand of Nigeria’s Market, Stockgap Fuels Limited is expanding its LPG business by investing on additional storage and cylinder filling facility in 4 strategic locations spanning major regions of the country - Lagos/South-West, South-South/South-East, North-Central/North-West and North-East regions respectively.

We are recruiting to fill the position below:

Job Title: Manager, Corporate Affairs & Community Relations

Location: Port Harcourt, Rivers
Employment Type: Full-time

Role Purpose

  • The goal is to minimize operational disruptions, secure community support for rollout, and position Stockgap as a trusted partner in Nigeria’s clean cooking transition.
  • To manage Stockgap Fuels’ reputation, stakeholder relationships, and social license to operate across Nigeria. The roles are government relations, regulatory engagement, community engagement, CSR/ESG delivery, and corporate communications for the LPG cylinder distribution business.

Key Responsibilities
Government & Regulatory Relations:

  • Build and maintain relationships with NMDPRA, DPR, SON, state governments, LGAs, and key ministries.
  • Coordinate permit applications, approvals, and renewals for plants, depots, and micro-hubs.
  • Represent the company in industry associations and policy forums.
  • Track regulatory changes, licensing, and compliance requirements affecting LPG distribution and infrastructure.

Community Relations & Social License:

  • Manage community entry, grievance management, and benefit-sharing agreements to prevent disruptions.
  • Facilitate town halls, focus groups, and sensitization campaigns on LPG safety and adoption.
  • Lead stakeholder mapping and engagement plans for all project sites across 6 geopolitical zones.
  • Resolve community issues and escalations in partnership with Operations and Legal.

CSR & ESG Delivery:

  • Design and execute CSR programs aligned with business strategy and UN SDGs, focusing on clean cooking, health, and economic empowerment.
  • Monitor and report on ESG KPIs: social impact, local content, community investment, and grievance resolution.
  • Manage partnerships with NGOs, development agencies, and multilateral organizations.

Corporate Communications & Reputation Management:

  • Monitor media and social sentiment; develop mitigation plans for reputational risks.
  • Manage crisis communications and incident response related to operations, safety, or community issues.
  • Coordinate content for website, social media, newsletters, and executive communications in partnership with Marketing.
  • Develop messaging and materials for external stakeholders, media, and communities.

Internal Stakeholder Management:

  • Conduct training for field teams on stakeholder engagement and conflict resolution.
  • Advise Exco and regional teams on political, regulatory, and community risks.
  • Work with CISCO, COO, and CSMSO to align community engagement with infrastructure rollout timelines.

Compliance & Reporting:

  • Ensure all community and government engagements are documented and compliant with company policy and Nigerian law.
  • Maintain stakeholder database and issue register.
  • Prepare monthly reports on stakeholder issues, CSR spend, regulatory status, and reputational risk.

Key Performance Indicators

  • Average time to resolve community grievances ?14 days
  • CSR budget utilization and impact score
  • Stakeholder satisfaction score from annual survey ?4.0/5
  • Training completion rate for field teams on stakeholder engagement ?95%
  • Regulatory permits/approvals secured on time ?95%
  • % of project sites with active social license and zero community stoppages
  • Number of regulatory non-compliance incidents = 0
  • Media sentiment score ?80% positive/neutral

Qualifications & Experience

  • 7-10 years’ experience in corporate affairs, government relations, or community relations in oil & gas, FMCG, telecoms, or infrastructure.
  • Proven track record managing community entry and engagement in Nigeria’s 6 geopolitical zones.
  • Bachelor’s degree in Mass Communication, Public Relations, Social Sciences, Law, or related field. Master’s is an advantage.
  • Experience dealing with NMDPRA, DPR, state governments, and traditional institutions.

Key Skills & Competencies:

  • Crisis management and media handling capability.
  • Cultural intelligence and ability to operate in diverse communities.
  • Project management and budget ownership for CSR programs.
  • Strong stakeholder management, negotiation, and conflict resolution skills.
  • Deep understanding of Nigeria’s regulatory and socio-political landscape.
  • Excellent written and verbal communication in English; Hausa, Yoruba, or Igbo is an advantage.

Salary
N900,000 - N2,000,000 per month.
