We are recruiting to fill the position below:

Job Title: SURF Manager (Subsea Umbilicals, Risers and Flowlines Manager)

Location: Onshore and Offshore platforms, Lagos (As Required)
Employment Type: Contract
Department: Subsea Engineering / Offshore Projects / Project Execution
Reporting To: Project Director / Offshore Construction Director / Engineering Manager
Contract Duration: As specified by project requirements and expatriate assignment terms.

Job Purpose

  • The role provides strategic leadership and technical oversight to ensure safe, efficient, and cost-effective delivery of SURF systems throughout the project lifecycle while ensuring compliance with company standards, regulatory requirements, and industry best practices.
  • The SURF Manager is responsible for the overall management, coordination, and execution of Subsea Umbilicals, Risers, and Flowlines (SURF) engineering, procurement, fabrication, installation, commissioning, and integrity management activities.

Key Responsibilities
SURF Project Leadership:

  • Lead the planning, execution, and delivery of SURF projects from concept selection through commissioning and handover.
  • Ensure project objectives relating to safety, quality, cost, and schedule are achieved.
  • Develop and implement project execution strategies, schedules, budgets, and resource plans.
  • Manage multidisciplinary engineering, procurement, fabrication, installation, and commissioning teams.
  • Interface with clients, contractors, vendors, regulatory authorities, and project stakeholders.

Engineering and Technical Oversight:

  • Review and approve engineering deliverables, design studies, specifications, procedures, and technical documentation.
  • Provide technical leadership for the design, fabrication, installation, and operation of:
    • Subsea flowlines
    • Pipeline end manifolds (PLEMs)
    • Umbilicals
    • Pipeline end terminations (PLETs)
    • Risers
    • Jumpers
    • Subsea structures and tie-in systems
    • Rigid and flexible pipelines
  • Support concept selection, FEED, detailed engineering, and operational readiness activities.
  • Ensure compliance with applicable codes, standards, and project requirements.

Offshore Installation and Construction Management:

  • Review installation procedures, marine spread requirements, risk assessments, and execution plans.
  • Oversee offshore installation campaigns involving pipelay, riser installation, umbilical installation, subsea structures, tie-ins, and commissioning activities.
  • Support mobilization, offshore readiness reviews, and project assurance activities.
  • Coordinate offshore construction vessels, installation contractors, and support teams.
  • Monitor project progress and offshore execution performance.

Asset Integrity and Operational Support:

  • Develop and implement SURF integrity management and inspection programs.
  • Review integrity assessments, anomaly investigations, and fitness-for-service evaluations.
  • Provide technical support for operational issues, repairs, modifications, and life-extension projects.
  • Support Inspection, Repair, and Maintenance (IRM) activities and subsea intervention campaigns.
  • Ensure long-term reliability and performance of SURF assets.

Health, Safety, and Environmental (HSE) Responsibilities:

  • Ensure safe execution of offshore and onshore project activities.
  • Ensure compliance with company HSE policies, client requirements, and regulatory standards.
  • Lead HAZID, HAZOP, SIMOPS, JSA, and risk assessment activities.
  • Participate in incident investigations and implementation of corrective actions.
  • Promote a strong safety culture across all project activities.

Project Controls and Commercial Management:

  • Participate in contract management, change management, and claims evaluation processes.
  • Provide regular project status reports and management updates.
  • Support procurement, vendor management, and contractor performance monitoring.
  • Monitor project costs, schedules, risks, and resource utilization.

Knowledge Transfer and Team Development:

  • Mentor and develop local engineers and project personnel.
  • Lead structured knowledge transfer and competency development programs.
  • Support succession planning and local content development initiatives.
  • Promote continuous improvement and lessons-learned programs.

Qualifications

  • Bachelor's Degree in Mechanical Engineering, Marine Engineering, Ocean Engineering, Civil Engineering, Petroleum Engineering, Naval Architecture, or a related engineering discipline.
  • Master's Degree in Engineering, Project Management, or Business Administration is advantageous.
  • Professional engineering registration or membership of a recognized engineering institution is preferred.

Experience:

  • Minimum of 20 years' experience in senior engineering, project management, construction management, or SURF leadership roles.
  • International offshore project experience is highly preferred.
  • Minimum of 25 years' experience in subsea engineering, SURF engineering, offshore construction, or project execution within the oil and gas industry.
  • Extensive experience managing SURF systems across FEED, detailed engineering, procurement, fabrication, installation, commissioning, and operations phases.
  • Demonstrated experience leading major EPCI and subsea development projects.
  • Proven experience supporting deepwater and ultra-deepwater field developments.

Required Certifications:

  • Professional Engineering Registration or Certification (preferred).
  • Offshore Medical Certificate.
  • Project Management Certification (PMP, PRINCE2, or equivalent) is advantageous.
  • HUET Certification.
  • BOSIET/FOET with CA-EBS.
  • HAZID/HAZOP and Risk Assessment Training.
  • Any client-specific or project-required certifications.

Technical Skills:

  • Ability to review engineering analyses, installation procedures, risk assessments, and technical documentation.
  • Proficient in Microsoft Word, Excel, Outlook, PowerPoint, Primavera P6, MS Project, and engineering management software.
  • Strong project management, commercial awareness, and stakeholder management capabilities.
  • Extensive experience with rigid pipelines, flexible flowlines, risers, umbilicals, jumpers, and subsea tie-in systems.
  • Strong understanding of deepwater installation methodologies and offshore construction operations.
  • Familiarity with DNV, API, ISO, NORSOK, IMCA, and international offshore industry standards.
  • Expert knowledge of SURF engineering, subsea systems, offshore installation, and asset integrity management.

  • Experience on major deepwater field developments, subsea tie-backs, brownfield modifications, and offshore expansion projects.
  • Experience supporting commissioning, start-up, and operational readiness activities.
  • Demonstrated expertise in SURF integrity management and subsea asset lifecycle management.
  • Proven capability in mentoring and developing local engineering personnel.
