We are recruiting to fill the position below:

Job Title: Procurement Officer

Location: Damaturu, Yobe
Contract Duration: 23 Months (Fixed Term)
Reports to: Project Manager / Head of Programs
Funding Partner: Action Against Hunger (ACF) / CARE International
Project: Lake Chad Inclusive Economic and Social Recovery Project (RESILAC*2)

Position Summary

  • The Procurement Officer will provide technical and operational support for all procurement and supply chain activities under the RESILAC*2 project.
  • The Procurement Officer will support efficient project implementation by coordinating procurement planning, vendor management, contract administration, and documentation while ensuring value for money and maintaining accountability across project activities in Damaturu and Fune LGAs.
  • The post-holder will ensure that the procurement of goods, works, and services is conducted in a timely, transparent, cost-effective, and compliant manner, in accordance with organizational policies, donor regulations, and national procurement standards.

Key Responsibilities

  • Liaise with finance, logistics, and programme teams to ensure seamless coordination of procurement, payment processing, inventory management, and distribution of procured items.
  • Conduct procurement processes in accordance with organizational procurement policies, donor regulations, and national procurement laws, ensuring transparency, fairness, and value for money.
  • Coordinate bid evaluations and procurement committee processes while ensuring proper documentation and compliance with established procurement procedures.
  • Provide technical guidance and capacity building to project staff on procurement procedures, ethical standards, and compliance with donor and organizational procurement requirements.
  • Develop and implement the project procurement plan in collaboration with programme and support teams, ensuring timely procurement of goods, works, and services in line with project implementation schedules.
  • Prepare and manage procurement documentation, including purchase requisitions, requests for quotations (RFQs), invitations to bid (ITBs), requests for proposals (RFPs), bid analysis reports, purchase orders, and contracts.
  • Monitor procurement budgets and expenditure to ensure efficient utilization of project resources and adherence to approved procurement plans.
  • Support the preparation of procurement reports, procurement tracking tools, and regular updates for project management and consortium partners.
  • Ensure accurate filing and maintenance of procurement records, contracts, vendor documentation, and supporting documents for audit and donor compliance purposes.
  • Identify, evaluate, and maintain a reliable supplier database, conducting market assessments and supplier due diligence to ensure competitive pricing and quality service delivery.
  • Monitor supplier performance, delivery timelines, and contract compliance, resolving procurement-related issues to minimize delays in project implementation.

Qualifications

  • A professional certification such as CIPS, CISCM, or equivalent will be an added advantage.
  • Strong understanding of ethical procurement practices, value-for-money principles, anti-fraud measures, and transparency and accountability standards.
  • Excellent analytical, negotiation, communication, and organizational skills, with the ability to work effectively under pressure and meet tight deadlines.
  • Demonstrated experience managing end-to-end procurement processes, including procurement planning, sourcing, tendering, supplier evaluation, contract management, and vendor performance monitoring.
  • Experience using procurement tracking systems, Enterprise Resource Planning (ERP) systems, or other procurement management tools. Proficiency in Microsoft Office Suite, particularly Excel, is essential.
  • Bachelor's Degree (minimum) in Procurement and Supply Chain Management, Business Administration, Logistics, Purchasing and Supply, Economics, or a related field.
  • Demonstrated ability to manage multiple procurement activities simultaneously while ensuring compliance with organizational policies, donor regulations, and national procurement laws.
  • Experience working in Northeast Nigeria or other fragile, conflict-affected, or humanitarian contexts is highly desirable.
  • Minimum of five (5) years of progressive experience in procurement, logistics, or supply chain management within humanitarian or development programmes, with at least three (3) years in a similar role.
  • Strong knowledge of donor procurement regulations and compliance requirements, particularly those of the European Union (EU), Agence Française de Développement (AFD), and other institutional donors.
  • Proven experience in preparing procurement documentation, including Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), bid evaluation reports, purchase orders, and contracts.

  • High level of integrity, professionalism, and commitment to transparency, accountability, and ethical procurement practices.
  • Excellent organizational and time management skills, with the ability to manage multiple procurement processes simultaneously and meet tight deadlines.
  • Strong knowledge of procurement principles, supply chain management, contract administration, and inventory control.
  • Excellent negotiation, vendor management, and supplier relationship management skills.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint; experience with ERP or procurement management systems is an added advantage.
  • Good report writing, documentation, and record management skills, ensuring accurate and audit-ready procurement files.
  • Strong analytical and problem-solving skills with the ability to evaluate quotations, conduct bid analyses, and ensure value for money.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with programme, finance, logistics, and external stakeholders.
  • Ability to work independently and under pressure in a fast-paced humanitarian or development environment.
