We are recruiting to fill the position below:

Job Title: Compliance and Regulatory Coordinator

Location: Warri, Delta
SBU: White Dove Shipping Company Limited

Job Summary & Purpose

  • Accountable for managing all statutory/regulatory compliance framework applicable to White Dove Shipping Company activities such as international classification societies, flag states and all Nigerian authorities – NPA, NIMASA, DPR, NIWA, etc.
  • These include all ISO compliance audits, local authorities’ inspections, ISM/vessel inspections and acquisitions of certificates, permits, licenses, consents, etc.

Responsibilities

  • Validate the quality, safety and security systems of the Company and the vessel fleet at all times; ascertain its compliance with the industry and the Company standards.
  • Pay regular visit to vessels for physical inspections to ensure all statutory compliance are in place.
  • Conduct on board training, pre-vetting inspection and participate in the vetting inspections onboard the company managed vessels.
  • Review and modify Procedures and Instructions where necessary to improve Safety Management System.
  • Conduct Independent compliance reviews on Marine Terminal Management & Self-Assessment (MTMSA) and Tanker Management & Self-Assessment (TMSA) Audits, prepare and submit comprehensive report on findings;
  • Follow up with vessels on review findings and effective close out of observations
  • Represent the Company at OCIMF (Oil Company International Marine Forum) meetings.
  • Manage the Company’s SIRE (Ship Inspection Report Program) inspection process, conduct quality reviews of reports submitted and update OCIMF SIRE database.
  • Comply with QHSE policies and procedures as well as comply with safe work methods as required.
  • Ensure all regulatory requirements in terms of documentations, certifications, authorization, procedures and regulations are complied with strictly.
  • Process all DPR / Regulatory Barging permits.
  • Plan, monitor and co-ordinate the vessels’ survey & audit schedule.
  • Maintain corrective action register for all Marine related audits and inspections as well following up on same.
  • Monitor Flag State Control (NIMASA) on vessels Survey and Audit result.
  • Manage and keep updated the list of publications required onboard the vessels and advise on a Company standard to follow.
  • Implement and monitor Company ISM Procedures.
  • Perform any other duties as may be assigned by your Line Manger.

Person Specifications
Education:

  • B.Sc
  • MBA and MSc Degree is desirable

Professional Qualification:

  • ISO 9001, 45001, 14001 and ISM Lead Auditor certifications, ISPS,
    STCW and MLC Implementation and Audit Courses
  • ISM & ISO Lead Auditor certificate

Experience:

  • 8-10 years previous experience in marine offshore/maritime shipping, construction, oil and gas, etc with 5 years in leadership role.

Key Skills and competencies

  • Quality Maritime Safety Management System Implementation.
  • Marine Operations Risk Assessment and Management
  • In-depth knowledge of Flag States, Port Authorities, Classification Society and International Maritime Regulatory bodies.
  • Attention to details and Confidentiality
