Job Title: Digital Health Technical Assistant

Locations: Abuja (FCT) , Adamawa, Bauchi, Borno, Gombe, Jigawa, Kaduna, Kebbi, Kogi, Nasarawa, Oyo, Plateau, Sokoto, Zamfara

Purpose of the Assignment

  • Additionally, each of the Technical Assistants will be responsible for monitoring and providing technical support to a State and project on technology-related issues during campaigns with technical oversight from the Digital Health Manager.
  • The purpose of this assignment will be to provide technical support for the use of technology during the campaign implementation period; train, build capacity and provide technical support to state level implementers and application users.

Methodology

  • To ensure comprehensive digital support across all campaign states and health projects, a structured deployment strategy will be adopted for the Technical Assistants (TAs).
  • In addition, the TAs will work collaboratively, with responsibilities rotating where necessary to address workload surges, emerging challenges, or simultaneous campaigns. Regular coordination meetings with the Digital Health team and Broder project team to enable shared learning, consistent performance monitoring, and strategic alignment across all projects.
  • A total of four (4) Technical Assistants will be engaged and strategically assigned to cover states and thematic health campaigns where digital tools have been integrated.
  • Two TA will be allocated to each of the projects (SARMAAN II and PF/SMC) and specific states and workload to optimize coverage and efficiency.
  • The deployment will follow a hybrid model combining physical presence during high-intensity campaign phases (e.g., pre-campaign training, device configuration, and launch support) with remote technical support during other periods. This flexible approach ensures continuity of assistance while maximizing cost effectiveness and resource utilization.
  • As Malaria Consortium Nigeria continues to scale up campaign digitization, it will leverage technology to support campaigns in 10 SMC-supported states, 5 states under the SARMAAN II Project, and other integrated campaigns for SMC-VAS, SMC-RI and SMC-ORSZ, which are scheduled to commence in early June, and run through to the end of December 2026.
  • Each Technical Assistant will serve as the primary digital health focal point for their assigned states or projects, providing direct hands-on support during planning, deployment, implementation, monitoring, and post-campaign activities. This will include supporting training sessions, troubleshooting digital tools related issues, coordinating dashboard analytics, and ensuring real-time resolution of field issues through the established command centre and complaint management system with direct reporting to the digital health manager.
  • This deployment strategy is designed to ensure efficient project support, capacity building, and efficient use of digital technologies throughout all campaign phases ultimately improving data quality, decision-making, and health outcomes.

Scope

  • The assignment will run from July to December 2026, with deployment aligned to campaign timelines and flexibility to accommodate surge activities and overlapping campaigns.
  • The assignment will provide technical support for digital health implementation across 14 Malaria Consortium–supported states in Nigeria - Bauchi, FCT, Kebbi, Kogi, Nasarawa, Oyo, Plateau, Sokoto, Kaduna, Jigawa, Gombe, Adamawa, Borno, Zamfara.
  • Technical Assistants will support key campaigns such as SMC, Azithromycin Distribution (AZM), and integrated SMC-VAS / RI / ORSZ interventions, offering hands-on and remote support during planning, rollout, monitoring, and post-campaign phases.

Specific Tasks
Training:

  • Organize and deploy refresher training and orientations to field staff during implementation.
  • Carry out pre and post evaluation tests to determine the effectiveness of deployed training and measure the readiness of field staff for work using technology tools before the commencement of planned activities.
  • Utilize approved capacity-building approaches and resources to equip state and other ad-hoc personnel with the required knowledge and skill in technology for campaign implementation.
  • Train state staff and other campaign personnel on how to utilize available technology tools and communication platforms to improve efficiency and quality of work.
  • Support in the development of innovative training resources and job aids to facilitate effective capacity building and user adoption for all levels of application users.

Technical Support:

  • Provide virtual and physical support for the use of personal android devices for training, beneficiary registration, and Mass administration activities to all field staff.
  • Generate, export, and prepare required data from the dashboard for various use and consumption by the implementation team when required.
  • Provide daily coverage and other key programme indicator data from the dashboard and interpret to field staff for target monitoring and informed decision-making using provided templates, leveraging approved communication and collaboration tools.
  • Manage, resolve, and close all field support requests on the use of the applications and dashboards during implementation through the complaint module via the command center.
  • Provide required technical guidance to monitors using GIS data to locate ‘yet to be covered settlements’, suspected suspicious activities, and resolve location-specific issues.
  • Ensure all personnel profile accounts are created and validate the updates performed on incomplete/wrong accounts on the application.

Description

  • The assignment will start on July 2026 and run through December 2026. The schedule is designed to align with programme timelines across all implementing states, with some flexibility to account for data ingestion delays.
  • Consultants will provide technical support across key campaign phases as outlined below:
    • Each consultant is expected to work an average of 23 days per month from July to December 2026 for Azithromycin distribution and July to November for SMC , depending on assignment location and rollout schedule. Support will be rotational and aligned with state-specific campaign timelines, with the flexibility to adjust based on campaign timelines.

Deliverables:

  • Develop and maintain system and technical documentation in alignment with project requirements.
  • Provide adequate and timely technical support to all application users based on the assigned states and projects to support.
  • Provide technical support during all levels of training, including those conducted at Health Facility (HF) and Community Drug Distributor (CDD) levels, and ensure effective knowledge transfer to all levels of application users.
  • Submit detailed consultancy report in line with project accountability processes
  • Assist in the configuration and provisioning of BYOD devices prior to the commencement of drug administration, ensuring readiness and server synchronization.
  • Support the generation of monitoring and reporting outputs to track implementation progress and system performance.
  • Contribute to all phases of the product development lifecycle, delivering relevant outputs and reports for each phase.
  • Prepare and update operational and end-user support documentation to guide effective system use.

Qualifications and Experience

  • Proven experience applying software development fundamentals, including knowledge of the Software Development Life Cycle (SDLC), version control (e.g., Git), and agile methodologies.
  • Strong working knowledge of relational and non-relational databases such as MySQL and PostgreSQL, including database design, querying, and optimization.
  • Familiarity with any mobile frameworks (e.g., React, React Native, Laravel, Node.js) and integration with APIs.
  • High proficiency in Microsoft Office Suite (especially Excel) and experience using data analysis/statistical tools.
  • 3 years or more hands-on experience in programming languages such as JavaScript, Python, PHP, or Java, with the ability to develop and support digital health platforms.
  • Demonstrated skills or certification in Geographic Information Systems (GIS) software and other relevant IT tools for health program implementation.
  • Proficient in handling large datasets and using tools such as Comcare, Red Rose, Kobo Collect, SurveyCTO, or other EDC visualization platforms.
  • Must own a functional Android smartphone and a laptop suitable for development, configuration, and fieldwork.
  • Proven experience and/or certification in troubleshooting ICT issues, including software configuration, device setup, and peripheral support.
  • Bachelor’s or Higher National Diploma (HND) in Computer Science, Information Technology, or a related field with a minimum of 5 years post qualification experience.
  • Experience deploying, managing, and supporting digital health technologies during programmatic interventions.

Core Competencies:

  • Understanding data protection, system security, privacy protocols, and ethical software development practices.
  • Ability to contribute across all phases of the product lifecycle from design through deployment and maintenance.
  • Strong programming and debugging abilities, with experience in writing efficient, maintainable code.
  • Proficient in using version control systems like Git and collaborating in team environments via GitHub or GitLab.
  • Strong database design, querying, and optimization skills using SQL and NoSQL technologies.
  • Experience in data analytics, reporting, and developing scripts and queries (Python, SQL, and Elasticsearch index queries) to support programme reporting, data quality validation, and operational decision-making.
  • Ability to meet deadlines and deliver quality results under pressure in fast-paced environments.
  • Excellent written and verbal communication skills, including the ability to clearly document technical processes.
  • Excellent facilitation, monitoring, and user support skills, including delivery training for system users at various levels.
  • Practical experience in coding with Python is essential, with strong proficiency in scripting, data processing, and backend logic development.
  • Experience managing data flows between systems and ensuring data consistency, availability, and backup.
  • High attention to detail, with a proactive approach to identifying and resolving technical and process gaps.
