Job Title: Cervical Cancer Prevention Program (CECAP) Consultant

Location: Abuja

Overview

  • Jhpiego, an Affiliate of Johns Hopkins University is a global leader in improving healthcare services for women and their families. The Reaching Impact, Saturation and Epidemic Control (RISE) Nigeria program is 5-year, USAID-funded global HIV program that supports countries to achieve and maintain HIV epidemic control through provision of strategic technical assistance and direct service delivery to improve prevention, HIV case finding and treatment programming. In Nigeria, RISE will support the Government of Nigeria to address barriers in HIV services among at-risk adult men, women and priority populations and to build capacity of local implementing partners, continuously leveraging data to successfully course correct and achieve and maintain epidemic control. This project aims to achieve and maintain the primary prevention and 95-95-95 goals that are critical to HIV epidemic control in Nigeria. The program will also support PEPFAR’s transition of HIV service delivery to local partners, advancing progress along the journey to self-reliance.
  • The Cervical Cancer Prevention Program (CECAP) Consultant will support innovative strategies in providing Cervical Cancer Prevention Program across TMEC RISE supported facilities in the State.
  • The CECAP Consultant will support demand creation initiatives to scale up CECAP activities as part of Prevention services, working closely with the project teams to align activities and ensure effective integration of these strategies across the project.
  • The position will be based in Abuja and support Cervical Prevention Program design and implementation with rollout and scale up across the four RISE-Nigeria supported states (Akwa Ibom, Adamawa, Niger, and Cross River).

Responsibilities
To provide strategic direction and technical support towards CECAP implementation;
To oversee effective implementation of Cervical Cancer Prevention Program.

  • Provide strategic direction technical oversight, and ensure appropriate support for the development and implementation of program activities in Cervical Cancer Prevention Program (CECAP);
  • Work closely with other relevant ministries, the implementing partners and other key stakeholders to support implementation of CECAP strategies;
  • Support planning, coordination and supervision of cervical cancer screening activities in RISE-supported facilities;
  • To support training plans and facilitation of health care providers on cervical cancer prevention program and to build capacity of the health facility staffs to ensure the necessary equipment and supplies are available;
  • Supervise and mentor health care workers at sites implementing the program;
  • Build capacity of service providers in documentation, data collection and analysis;
  • Support research and program learning efforts where appropriate
  • In consultation with the technical and program team, implement changes in the interventions based on monitoring data and evidence from RISE-supported sites
  • Promote dissemination and sharing of good practices;
  • Document successes, lessons learned, and challenges in implementation through routine monthly, quarterly, and/or annual reports to Jhpiego and the donor, and other reporting requirements as requested.
  • Maintain excellent relationships with USG, USAID, MOH, NACA and other in-country stakeholders.
  • Participate actively in TWG meetings and forums addressing women health in Stakeholders and IPs collaborative learning.
  • Collaborate with USG, MOH, NACA and other local stakeholders and implementing partners to coordinate activities, reduce duplication, and ensure implementation according to quality standards.
  • To support the PrEP-CECAP Advisor to prepare budgets, and work plans, particularly those pertaining to cervical cancer prevention program.
  • To perform any other duties as assigned by supervisor.

Required Qualifications

  • First Degree in Medical, Biological, Nursing Sciences (MPH or Related Advanced degree will be added advantage.)
  • 5 – 6 years of professional experience in an integrated HIV Care and treatment, PMTCT, Cervical Cancer clinical and Programming experience.
  • Experience in the health sector and knowledge of HIV programming strongly preferred.
  • Demonstrated experience training clinical or community-based healthcare workers on CECAP and other HIV prevention areas.
  • Demonstrated coaching skills, with an ability to inspire, influence and motivate teams
  • Excellent communications skills, both verbal and written, including presentations
  • Experience in similar role will be an added advantage.
  • Outstanding interpersonal skills; able to develop strong relationships across functions, abilities and work levels.
  • Familiarity with MOH and USAID’s administrative, management and reporting procedures and systems, PEPFAR experience highly preferred.

Job Title: Consultant Event – Based Surveillance Analyst

Location: Abuja

Overview

  • The Jhpiego Nigeria Country Office seeks a candidate for a full-time analyst position focused on carrying out a full range of complex epidemiologic and surveillance activities associated with event-based surveillance (EBS) systems and associated alert and response operations (ARO) at the Nigeria CDC. This position works 40 hours a week.
  • The analyst will be hired by Jhpiego and assigned to the Connect Centre and/or Emergency Operations Centre (EOC) at NCDC headquarters in Abuja, Nigeria. This is an outstanding opportunity to work with the nation’s lead agency charged with protecting Nigeria’s public health.

Responsibilities

  • Support development and review of scripts and checklist for call agents
  • Conduct routine surveillance using digital surveillance platforms, such as EIOS and TATAFO, to detect signals of unusual or unexpected events
  • Support the Connect Centre/EOC in the verification of events
  • Support the Connect Centre/EOC in outbreak investigation and response activities
  • Register and log signals/events and their associated follow up actions into NCDC’s event management system (SITAware)
  • Support the development and implementation of epidemic intelligence products, such as daily EBS reports, situation reports, maps, dashboards, and other data visualizations
  • Monitor and evaluate uptake and performance of new and existing EBS technologies and products
  • Liaise with NCDC surveillance staff supporting indicator-based surveillance (IBS) systems such as SORMAS
  • Development of concepts and strategy/SOPs for subnational EBS deployment and implementation
  • Development/improvement and standardization of training materials/SOPs/manual
  • Carry out other tasks that may be assigned by the Director of Surveillance or the DG of NCDC

Period of Performance:

  • The position will be for an initial period of 12 months renewable subject to performance and availability of funds. Proposed start date is January 2021.

Reporting:

  • The EBS Analyst will report to the Head of EBS unit and Director of Surveillance

Required Qualifications

  • Advanced degree in Health Communications, public health, or related field, with at least five years of professional experience
  • Strong skills in script writing, social media and prior experience working communications organizations or call centers
  • Experience in designing and implementing health communications program
  • Knowledge of digital disease surveillance platforms

Job Title: Community Mobilization Officer

Location: Niger
Reports To: Malaria Technical Advisor

Overview

  • Community Mobilization Officer will build capacity of facility-based personnel at the Local Government level for UNITAID project to expand access to preventive chemotherapy for pregnant women in Nigeria.
  • This project aims to scale up an innovative, community-based approach to expand coverage of intermittent preventive treatment in pregnancy (IPTp), with quality assured sulfadoxine-pyrimithimine (SP), for pregnant women.
  • The Community mobilization Officer will mentor and build capacity of Community Health Workers (CHWs) in IPTp at district level as well as supporting ANC providers on the most up to date guidance in IPTp.
  • S/he will ensure adherence to antenatal care protocols for malaria case management and malaria in pregnancy (MIP).

Responsibilities

  • Work closely with Malaria Technical Advisor to design the implementation of community IPTp with linkages to ANC, per project outcomes and outputs.
  • Work closely with civil society organization and/or community partners to support strengthening and expansion of community IPTp.
  • Develop and coordinate community level communication campaigns that modify behavior and inform key stakeholders at the community.
  • Provide mentoring and support capacity building and follow up support to Community Health Workers implementing project efforts.
  • Liaise closely with district leaders and ANC staff to help strengthen the link and partnership between communities and facilities.
  • Develop and implement service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate antenatal care services.
  • Facilitate collaboration across public and private, and for- and non-profit sectors.
  • Ensure adherence to ANC protocols malaria in pregnancy.
  • Assist with execution of annual work plans within established budgets and timelines.
  • Monitor supportive supervision activities, SP restocking and CHW referrals to ANC.
  • Report knowledge gaps and bottlenecks to Program Officer.
  • Assist with C-IPTp promotion activities and reinforce WHO guidelines for early IPTp uptake and sequential IPTp doses.
  • Monitor CHW performance and help address issues of service quality.
  • Assist with drafting, editing and proofreading of technical materials and appropriate reports of program activities and results to the donor, including progress reports, activity charts, and annual reports as requested.
  • Work collaboratively with project and headquarters finance staff to prepare and track the progress of project and activity budgets.
  • Ensure compliance with UNITAID operational policies and regulations.
  • Work collaboratively with other project team members to ensure necessary project planning, resource availability and management activities function smoothly and efficiently.

Required Qualifications

  • A medical degree (doctor or nursing) or Master’s in Public Health.
  • At least 5 years’ experience applying malaria in pregnancy programs.
  • At least 3 years’ experience in implementing $10M per year in donor-funded projects. Qualification as a “master trainer”; experience training health workers on clinical aspects related to malaria case management.
  • Experience building capacity at individual and organizational levels.
  • Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, performance and quality improvement.
  • Experience with a mix of practical technical skills in malaria necessary for strengthening malaria service delivery at the provincial, clinic and community-level.
  • The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community.
  • Demonstrated in-depth understanding of Nigeria healthcare system, particularly the public health system, experience living and working in Nigeria preferred.
  • Familiarity with UNITAID management, reporting procedures and systems will be added advantage.
  • Ability to work in a complex environment with multiple projects/tasks, short deadlines, competing deadlines and intense pressure to perform.
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings.
  • Ability to speak the local language and dialect of the people of project location as may be required in working with the community people and volunteers.
  • Strong communication skills in Oha Ukwu indigenous dialect highly desirable.
  • Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups.
  • Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide.
  • Ability to work effectively with diverse international teams.
  • Proficiency in word processing and Microsoft Office.
  • Fluent in written and spoken English.
  • Excellent facilitation, oral and written communications skills in English.
